The Ontario Immigrant Nominee Program (OINP) has issued certain specific instructions for new applicants applying for permanent residency in the province. Under the new instructions, the OINP will now only accept completed applications for its provincial programs.
An incomplete application is usually returned. However, the decision to not accept any incomplete applications was introduced to reduce the processing times for immigration applicants. This new rule will apply to applicants to Ontario's Express Entry Human Capital Priorities stream and the Expression of Interest (EOI) applicants.

Applicants to the Human Capital Priorities stream are required to submit an Educational Credential Assessment (ECA) report to demonstrate that they meet the educational requirements.
The OINP offers the World Education Services (WES) on its government website. The WES is the organization in Ontario that is designated to issue ECA reports. However, there are other organizations too. You can find them listed on the federal government immigration website.
